Which renovation works require a municipal permit under Extremadura's Law 11/2018, when a technical project is mandatory, what happens in protected historic quarters and where to check rural renovation grants.

Permits first, works later

Renovating a village house can go well if things are done in the right order. In Extremadura, Law 11/2018 on sustainable territorial and urban planning regulates which works need a municipal permit: its Article 146 requires a permit for reform or renovation works when they alter the architectural configuration of the building, either as a total intervention or because, even as partial works, they produce an essential variation of the general exterior composition, the volume, the envelope or the structural system, or because they change the building's characteristic uses. In plain terms: if you touch the structure, the facade or the essential layout, apply for the permit before you start.

Permit, prior notice and technical project

The same law provides other channels, such as prior notice, for minor works. Which channel applies to your specific works is set by each municipality's rules: the first visit is to the town hall, not to the building site. Also, under Spain's Building Planning Act, renovation works that alter the architectural configuration require a project signed by a competent professional; in practice that means involving an architect from the start, not just for the project, but to tell you what can be done in that house and how much it may cost.

If the house is in a protected quarter

Many towns and villages in the region have historic quarters with special protection plans that set their own rules on materials, heights and uses. If the house is inside one, works are governed by that plan on top of the general law: check it at the town hall before buying and before designing. That is the case of Trujillo, whose 2005 special plan we covered in the guide to buying a home in Trujillo.

Budget and grants

Get at least two closed quotes broken down by items and with timelines; in old houses, roof, structure and installations concentrate the surprises. On grants, the Junta de Extremadura runs a regional programme for rural housing renovation, according to its housing website checked on 28 October 2026; calls and requirements change, so confirm the current call before finalising your numbers.

Before buying to renovate

  1. Ask for a registry extract (nota simple) and compare what is built with what is registered and with the cadastre.
  2. Have a professional inspect the house before signing: a prior condition report guides both price and renovation scope.
  3. Ask the town hall about the planning status of the plot and the works it allows.
  4. Work out purchase costs with the guide to costs and taxes when buying a home in Extremadura and add the renovation on top, not the other way round.
